    This paper is concerned with the local regularity for weak solutions to Navier-Stokes system in an \(R^3\) cylindrical domain \(D\), which verify the (scale invariant) Condition (1.3). Some very interesting techniques are developed to prove two new important results: i) suitable axially symmetric solutions with a niformly bounded (specific) \(L^2\) norm can have type I singularities at the origin only; ii) if the upper bound in Condition (1.3) is small enough, then the corresponding solution is Hölder continuous in some neighborhood of the origin. The main mathematical used tools are: some interpolation results concerning Lorentz spaces, Sobolev's embedding theorem, a new form of the O'Neils inequality (for three functions); the Young and Poincaré inequalities. The pressure estimate is the crucial point of the paper. A special procedure is necessary near the boundary of \(D\). The final result is obtained by adopting a technique given in [\textit{G. A. Seregin}, J. Math. Fluid Mech. 4, No. 1, 1--29 (2002; Zbl 0997.35044)].
