    Goal programming (GP) has proven to be a topic of much controversy in this journal. The intent of this paper is to examine some of the characteristics of goal programming that have engendered this controversy and to assess the severity of the associated shortcomings. Also, an effort is made to identify the conditions under which the use of GP is most theoretically defensible.
