For a locally compact semigroup and an associated weighted semigroup algebra, the authors define and study a strict locally complex topology on this algebra. Then a \(C^*\)-algebra on the given semigroup with values in the semigroup algebra is investigated and identified with the dual of the semigroup algebra endowed with the strict topology.
