The authors propose a logic for permissions and obligations to say things. To this end they make use of ideas from [\textit{R. van der Meyden}, ``The dynamic logic of permission'', J. Log. Comput. 6, No. 3, 465--479 (1996; Zbl 0855.03008)] and from \textit{J. Plaza}'s paper [``Logics of public communication'', in: M. L. Emrich et al. (eds.), Proceedings of the fourth international symposium on methodologies for intelligent systems. Poster session program. Oak Ridge National Laboratory. 201--216 (1989); reprinted in: Synthese 158, No. 2, 165--179 (2007; Zbl 1126.03308)]. They axiomatize their logic, show that it is decidable, and illustrate its use with the French card game Belote.
