[For part I see the article reviewed above (Zbl 0558.76081).] A method for the construction of approximate formulae based on the use of the well-known two-sided asymptotic expressions of the solution to the corresponding problem (the method of asymptotic interpolation) is suggested as well as the technique for a substantial extension of the validity range of one-sided asymptotic formulae based on the procedure of small or large parameter 'elimination' (the method of asymptotic extrapolation).
