    The present paper concerns the class of Jacobi matrices \(J=J\{a_n,b_n\}\) with \(b_n\) and \(a_n^2-1\) being conditionally summable, so the sequences \[ \lambda_n:=-\sum_{k=n+1}^\infty b_k,\quad\kappa_n:=-\sum_{k=n+1}^\infty(a_k^2-1) \] are well defined. The main result provides a complete spectral characterization of the subclass with \[ \sum_{n=0}^\infty n(|\lambda_n|^2+|\kappa_n^2|)<\infty. \] The author proves that this is the case if and only if \(J\) has finitely many eigenvalues off \([-2,2]\), the spectral measure \(d\nu\) on \([-2,2]\) is absolutely continuous and, moreover, \(d\nu=v\,dx\), where \(v\) has one of the forms \[ (4-x^2)^{\pm 1/2}\,v_0(x), \quad \left(\frac{2-x}{2+x}\right)^{\pm 1/2}\,v_0(x) \] with \(\log v_0\) from the Sobolev space of order \(1/2\).
