    From the introduction: A conjecture of \textit{C. A. Weibel} [Invent. Math. 61, 177--197 (1980; Zbl 0437.13009), Question 2.9] predicts that for every noetherian scheme \(X\), the negative \(K\)-groups \(K_q(X)\) vanish for \(q < - \dim(X)\). It was proved recently by \textit{G. Cortiñas, C. Haesemeyer, M. Schlichting} and \textit{C. Weibel} [Ann. Math. (2) 167, No.~2, 549--573 (2008; Zbl 1191.19003), Theorem 6.2] that the conjecture holds if \(X\) is essentially of finite type over a field of characteristic 0. In this paper, we prove similarly that the conjecture holds if \(X\) is essentially of finite type over an infinite perfect field \(k\) of characteristic \(p > 0\) provided that strong resolution of singularities holds over \(k\). The proofs are by comparison with Connes' cyclic homology [\textit{J.-L. Loday}, Cyclic homology. 2nd ed. (1998; Zbl 0885.18007)] and the topological cyclic homology of \textit{M. Bökstedt, W. C. Hsiang} and \textit{I. Madsen} [Invent. Math. 111, No.~3, 465--539 (1993; Zbl 0804.55004)], respectively.
