    In this paper a new theory of cosmology is presented based on Einstein's general relativity and inspired by Einstein's remarks. The basis of the theory is to express the equations in terms of the dynamical variables: distance and redshifts, which are directly measureable. The paper begins with a review of the various theories and then presents the new ideas and an analysis of the resulting cosmology. This analysis gives rise to: a 3-phase evolution: a decelerating expansion, a constant evolution; and an accelerating expansion.
