Let \(U_n\) be a canonical (or degenerate) \(U\)-statistic of order 2 with symmetric kernel \(h.\) Let \(X_1, X_2, \ldots\) be independent and identically distributed random variables. This paper solves the bounded law of the iterated logarithm (LIL) problem by establishing necessary and sufficient conditions that ensure \(\limsup_n |\sum_{1 \leq i < j \leq n} h(X_i,X_j)|/(n \log \log n)\) is finite a.s.
