The authors treat the numerical solution of the two-dimensional Laplace equation with Neumann conditions by the boundary element method. Recently \textit{Y. Iso} [Publ. Res. Inst. Math. Sci. 25, No. 1, 21-43 (1989; Zbl 0682.65071)] proved the uniform convergence of a suitable boundary element scheme to the solution of the boundary value problem with rate \(O(h)\). By improving the estimation techniques the authors can show in the present paper that the rate of uniform convergence is \(O(h^ 2)\). The new estimation technique is based on some properties of positive matrices which are given here, too.
