    Let \(\pi\) be an irreducible cuspidal automorphic representation of \(G=Sp(4)\). There is an integral representation for the standard \(L\)- function of \(\pi\), which involves an Eisenstein series of \(G\). The \(L\)- function has possible poles at 2 and 1 corresponding to poles of the Eisenstein series at 3/2 resp. 1/2. In this paper the pole of the \(L\)- function at 1 is studied. The authors prove an identity for the residue of the Eisenstein series at 1/2, which might be viewed as a generalized Siegel-Weil formula. Application of that identity gives the following. If the \(L\)-function of \(\pi\), twisted by a quadratic character, has a pole at 1, then \(\pi\) has a non-trivial theta lift to some \(O(4)\). It is also proved that there is always a non-trivial theta lift to \(O(6)\). This uses a regularization of another theta integral. Another result proved in this paper is the following. If \(\pi=\otimes \pi_ v\) and all \(\pi_ v\) are generic and the \(L\)-function of \(\pi\) is non-zero at 1, then \(\pi\) is globally generic.
