    This paper gives criteria for a closed \(4\)-manifold to be homotopy equivalent to the total space of an \(S^ 1\)-bundle with base a closed \(3\)-manifold with infinite fundamental group. These criteria simplify in the case of aspherical \(3\)-manifolds, at least up to the question of whether every \(PD_ 3\)-complex is a \(3\)-manifold group. It is shown that a closed \(4\)-manifold \(M\) is homotopy equivalent to the total space of an \(S^ 1\)-bundle over an aspherical \(PD_ 3\)-complex iff \(\chi(M) = 0\) and \(\pi_ 1(M) \) has infinite cyclic normal subgroup \(A\) such that \(\pi_ 1(M)/A\) has one end and finite cohomological dimension. The conclusions are improved to replace ``being homotopy equivalent to'' by ``being s-cobordant to'' when certain additional geometric assumptions are placed on the \(3\)-manifold which is the base.
