The mixed boundary value problem for elliptic systems of differential equations of second order in the \(n\)-dimensional cylinder of small height \(h\) is considered in the case, where the corresponding limit problem contains a small parameter \(\varepsilon= h^ \theta\) at the highest derivatives, \(\theta\in (0,1)\). It is supposed, that the limit problem is regularly degenerating at \(\varepsilon\to 0\).
