    Forced vibrations and acoustic radiation of an elastic layer lying on a liquid half-space are investigated. The vibration frequency is assumed to be outside the range of applicability of the classical theory of plates. The case of plane strain is considered. The main results of the paper are concerned with the description of hydroelastic high-frequency long-wave vibrations arising in a neighbourhood of the so-called ``thickness stretch resonance frequencies''.
