    Let \(M\) be an incomplete, smooth (= \(C^ \infty\)) Riemannian manifold, \(\partial M\) its topological boundary, and \(H\) the Dirichlet Laplacian on \(M\). The authors investigate some spectral properties of the operator \(H\) in the case when \(M\) belongs to a class of 2-dimensional, locally Euclidean manifolds with rough boundary. In particular they prove that the Hausdorff dimension of the boundary \(\partial M\) may be greater than the dimension of \(M\), and they prove the failure of the Hardy inequality, for which, however, they obtain a useful substitute.
