In connection with the fact that every local formation of finite solvable groups is compositional, A. F. Vasil'ev has formulated the conjecture that every radical hereditary formation of finite groups is compositional. In this paper, an example that disproves this conjecture is given. The constructed example gives a negative answer also to the following question posed by N. T. Vorob'ev: is every hereditary Fitting class of finite groups local?
