    Smooth open manifolds \(M\) with bounded geometry (i.e., positive injectivity radius and uniformly bounded covariant derivatives of the curvature tensor) and satisfying the spectral condition \(\inf \sigma_{\text{ess}} (\Delta_1 |_{(\ker \Delta_1)^\perp}) > 0\) are considered. For any nondegenerate \(q\)-form \(\omega\) of degree \(\dim M\) (resp. degree 2) on such a manifold \(M\) it is shown that the inverse limit of the Sobolev completion of order \(r\) of diffeomorphisms with uniformly bounded differentials is an ILH-Lie group. The associated Lie algebra is formed by the divergence free (resp. locally Hamiltonian) vector fields with finite Sobolev norms. An application to the Euler equation for an incompressible homogeneous fluid without viscosity on such manifolds is given.
