    This paper focuses on the construction of a diffeomorphism of the annulus into itself with no periodic points which has the property that, when composed with any sufficiently small rigid rotation, the resulting map also has no periodic points. This result imposes some limitations on strengthening the \(C^1\)-closing lemma of Pugh and Robinson even in the case of a simple topology in two dimensions.
