    The main contribution of the paper is to develop refined absolute stability criteria for multiple-input/multiple-output discrete-time systems with rate-restricted time-varying nonlinearities. Section 2 introduces the necessary definitions and basic results. Section 3 presents robust stability conditions for discrete-time systems with time-varying rate-restricted real parametric uncertainty. Section 4 generalizes the discrete-time multivariable Popov criterion to slowly time-varying nonlinearities. On the basis of the Section 3 framework, Section 5 gives constructive sufficient conditions for robust stabilization with slowly time-varying real parameters via full-state feedback controllers.
