    For plants where the directionality is independent of frequency, the singular-value decomposition is used to decouple the system into nominally independent subsystems of lower dimension. The results of this paper provide a theoretical justification of controller synthesis methods proposed by other authors including its use for low-order controller design, and in efficiently computing controllability measures.
