    The author gives a characterization of the initial functions \(x_0(\theta) = \phi(\theta), - r \leq \theta \leq 0\) for \( \dot x(t) = \int_{-r}^{0} d\alpha (\theta) x(t + \theta), t \in (0, \infty), r \in (0, \infty), x(t) \in \mathbb{R}^n, \alpha \in BV([-r, 0], \mathbb{R}^{n \times n})\) which yield small solutions, i.e., solutions satisfying \(\lim_{t \to \infty} e^{kt}x(t) =0\), for any \(k \in \mathbb{R}^+\).
