The authors propose a new implicit finite volume scheme which is based on the construction of an exact solution to linearized Riemann problem. The resulting algebraic system written in delta form is solved by implementing lower-upper-symmetrix Gauss-Seidel approximate factorization method. The authors also discuss an extension of this factorization to unstructured grids.
