The authors consider matrices of the type \(A - D\), where \(A\) is a given stable matrix with real entries and \(D\) is an arbirary nonnegative diagonal matrix. Sufficient and necessary conditions for \(A - D\) to be stable are obtained. Applications of these conditions to the stability and instability of constant steady-state solutions to reaction-diffusion systems in bounded domains are discussed. An illustrative example is given. The main tool of the paper is the Lozinskij measure for matrices. Note that Theorem 3.6 of the very interesting paper by Wang and Li is close to Corollary 4.3 from the paper \textit{M. I. Gil'} [Linear Algebra Appl. 327, 95-104 (2001; Zbl 0978.15004)].
