    The Stokes problem \(-\Delta v+\nabla p=f\), \(\nabla\cdot v=g\) in \(\Omega\), \(v=h\), on \(\partial \Omega\) is studied in a domain \(\Omega\subset \mathbb R^3\) coinciding with the layer \(\Pi=\{x=(y,z): y\in \mathbb R^2\), \(z\in(0,1)\}\) outside some ball. The problem is investigated in a certain weighted space \(D^l_{\beta}(\Omega)\) for which the smoothness exponent \(l\) is an integer. It is shown that the operator of the problem is of Fredholm type if the weight exponent \(\beta\) is non-integer. Dimensions of the kernel and cokernel of the operator are calculated. Based on the generalized Green formula, asymptotic conditions at infinity are imposed to study the problem with index zero. The authors use their results and methods of [J. Math. Fluid Mech. 1, 131--167 (1999; Zbl 0940.35155)].
