    The author investigates the title problem by examining several known theorems and by stating and proving a new theorem regarding a linearized form of the equation. Several stability criteria are deduced. The paper is mostly theoretical. No examples are given. Nevertheless, the paper could be of use to fluid dynamicists and to researchers in superconductivity as well as theoreticians.
