    The functional bosonization of Fermi systems (\(2+1\) dimensions) is generalized. Particular attention is paid to the coefficient of the leading term, the Chern-Simmons term (the coefficient depends heavily on the imposed set of physical conditions to remove all the ambiguities). One of the main insights of the paper is the discussion of the meaning of the Chern-Simmons term and its relation to the spin and the statistics of the vortex like excitations.
