Given \(g\in L^2(R)\), let \(g_{m,n}(x)=e^{imx}g(x-2\pi n)\) for \(m,n\in Z\). Assuming that \(g\) has compact support, it is proved that \(\{g_{m,n}\}_{m,n\in Z}\) is an orthonormal basis for \(L^2(R)\) if and only if (i) \(|g|= \chi_E\) and (ii) there is a partition \(\{E_n\}\) of \(E\) such that \(\{E_n+2\pi n\}\) is a partition of \([0,2\pi[\) (ignoring sets with measure \(0\).) A similar characterization for functions whose Fourier transform has compact support is given.
