A subset \(K\) of a Banach space \(E\) is called an \(\mathcal{L}\)-retract if there exists a neighborhood \(U\) of \(K\), a retraction \(r:U\rightarrow K\), a neighborhood \(V\subseteq U\) of \(K\) and a constant \(L>0\) such that \(\left\|x-r(x)\right\|\leq Ld\left( x,K\right) \) for all \(x\in V.\) In this paper the following theorem is shown: Let \(K\subseteq E\) be a compact \(\mathcal{L} \)-retract with a nontrivial Euler characteristic \(\chi(K)\neq 0\). Any norm-to-weak\(^{\ast}\) upper semicontinuous set-valued map \(\Phi:K\rightarrow 2^{X^{\ast}}\) with nonempty, weak\(^{\ast}\)-compact convex values admits a generalized equilibrium, i.e., a point \(x_{0}\notin K\) such that \(\Phi\left( x_{0}\right) \cap N_{K}\left( x_{0}\right) \neq\emptyset\), where \(N_{K}\left( x_{0}\right) \) is the Clarke normal cone at \(x_{0}\). The class of \(\mathcal{L}\)-retracts is large, containing closed convex sets, epi-Lipschitzian sets etc., thus the above result generalizes many previously known results. Also, new classes of ``regular'' and ``strictly regular'' sets are introduced and studied. Existence of equilibria is shown for sets in the class, without assuming that the these sets are compact.
