    The author constructs an explicit formula for a ``0-normalized'' system of functions with respect to the Laplace operator in some bounded domain \(\Omega \subset \mathbb R^n\) possessing a starlike property. He applies this system to the investigation of the Riquier problem and the Helmholtz equation.
