Let \(N\in {\mathbb N}\) be fixed and let \(\{E_1,\dots,E_N\}\) with infinite (naturally ordered) sets \(E_r=\{\gamma_r(j)\}_{j=1}^\infty\) be a partition of \({\mathbb N}.\) A complex sequence \(x=(x_k)\) is called an \(N\)-splice (over \(\{E_1,\dots,E_N\}\)), if \((x_{\gamma_r(j)})_j\) converges for all \(r\in{\mathbb N}_N.\) Analogously, \(x\) is defined to be an \(\infty\)-splice for a given partition \(\{E_r\mid r\in {\mathbb N}\}\) of \({\mathbb N}\) into infinite subsets \(E_r,\) \(r\in {\mathbb N}.\) Note, \(N\)-splices are necessarily bounded, whereas for each partition \(\{E_r\mid r\in {\mathbb N}\}\) of \({\mathbb N}\) there exist unbounded \(\infty\)-splices. The main objective of this paper is to give necessary conditions for nonnegative regular matrices that sums all \(N\)-splices and all bounded \(\infty\)-splices for given partitions \(\{E_1,\dots,E_N\}\) and \(\{E_r\mid r\in {\mathbb N}\},\) respectively (cf. Theorems 2.5 and 3.4), and to discuss both related results and the necessity of the obtained sufficient conditions. Thereby, the author points out that Theorems 2.5 and 3.4 contain results due to \textit{B. E. Rhoades} (Theorem 1 in [Approximation theory III, Proc. Conf. Hon. G.G. Lorentz, Austin/Tex. 1980, 735-740 (1980; Zbl 0476.60061)]) and \textit{R. Henstock} (Theorem I in [J. Lond. Math. Soc. 25, 27-33 (1950; Zbl 0035.16002)]). In Section 4, interesting examples illustrating the results and used ideas are given.
