[For part I see Trans. Am. Math. Soc. 275, 59-69 (1983; Zbl 0513.42004).] For Fourier series satisfying Stanojević's Tauberian condition \[ \lim_{\lambda \to 1+0}\lim_{n}\sum^{[\lambda n]}_{| j| =n+1}| j|^{p-1}| \Delta \hat f(j)|^ p=0, \] for some \(1<p\leq 2\), it is proved that the convergence in \(L^ 1(\pi)\)-norm is equivalent to \^f(n)l\(g| n| =0(1)\). Classes of Borel measures \(\mu\) are found for which \(\| S_ n(\mu)\|_{L^ 1(T)}=K_ n{\hat \mu}(n)lg(n)+0(1),\) where \(K_ n\) is a bounded sequence of numbers. Certain Fourier and Fourier-Stieltjes series are characterized using Garrett-Stanojević sums.
