[For part II see the following review.] This paper is devoted to developing an analysis of space-time bundles on a model of space-time which appears to be particularly natural from the standpoints of causality, symmetry, and universality. In part II the authors consider spinor and form bundles, and in part III together with \textit{Y. Choquet}-\textit{Bruhat}, they consider the Yang-Mills equations. The present paper deals with general considerations and scalar bundles, and is concerned with temporal evolution especially stability of wave equations and the unitarity of the associated actions of the essential causal group. In particular, covariant wave equations and the spectral resolution of the fundamental quantum numbers are studied in detail. Contents include an introduction; synthetic geometry; analytic geometry; parallelization of induced bundles; and scalar bundles.
