    A foliation \({\mathcal F}\) of a manifold M (codim \({\mathcal F}=2m)\) is said to be transversely tangent iff M admits an adapted to \({\mathcal F}\) family of local submersions for which the Jacobi matrices of the transitions mappings are of the form \(\left[ \begin{matrix} A&0 \\ B&A \end{matrix} \right]\) with \(A\in Gl(m,{\mathbb{R}})\). Equivalently, \({\mathcal F}\) is transversely tangent iff there exists an endomorphism J of the bundle \(Q=TM/{\mathcal F}\) such that \(J^ 2=0\) and the Nijenhuis tensor of J vanishes. A considerable part of the paper is devoted to the study of several subalgebras of the Lie algebra of vector fields on \(T^ 2M\), the second order tangent bundle of M.
