In the paper a general approach of stochastic evolution equations in a Hilbert space is adopted to the analysis of the Markovian model of turbulent diffusion. The equation for the characteristic functional and the corresponding complete set of moment equations for the concentration of the admixture are derived and discussed. The parameters of the ``effective'' medium in which the mean (and mean-square) of the concentration evoluves are obtained in an explicit form.
