The main aim is to point out a majorization relation between the height and the level characteristics of a general matrix by the use of graph theoretic lower bound for the nullity of powers of matrices in a triangular block form, recently proven by \textit{S. Friedland} and the author [Linear Algebra Appl. 107, 17-22 (1988; Zbl 0655.15003)]. An application of this result to the M-matrix case yields a result that improves a previous theorem due to \textit{D. J. Richman} and \textit{H. Schneider} [Aequationes Math. 17, 208-234 (1978; Zbl 0379.15009)].
