The main result of this paper says that in any polyhedral map on the torus any two vertices can be joined by a \(W_ V\) path (i.e. a path which never returns to a face once it leaves it). By duality this is equivalent to the property that any two faces lie in a subcomplex that is a cell (namely, just the dual of the path). This \(W_ V\)-property holds also for 3-polytopes and for polyhedral maps on the projective plane. The equivalence of these two properties itself is shown to hold for surfaces of arbitrary fixed genus.
