This paper is one of a series in which the author describes those semigroups whose congruence lattices satisfy certain prescribed properties. A semigroup with the property in the title (equivalently, with dually sectionally complemented congruence lattice) is of one of the following types: (i) a simple semigroup of the given type; (ii) a tree of congruence-free semigroups (c.f. \textit{G. Lallement} and \textit{M. Petrich} [J. Math. Pures Appl., IX. Sér. 48, 345-397 (1969; Zbl 0211.039)]), any two elements of which have a common image under some structure map; (iii) a tree of 0-simple semigroups which has a minimal ideal that is a (simple) semigroup of type (i), the Rees quotient of which is a semigroup of type (ii); an inflation of a semigroup of type (i), (ii) or (iii).
