This paper is concerned with the construction, via the martingale problem, of a branching process describing a population that allows migration and mutation. The whole procedure is carried out: the martingale problem for the preassigned generator is set up and proved to be uniquely solvable. In the last section of the paper it is proved that if the mutuation process achieves an equilibrium, then, when no selection is acting, the mutation plus migration process has an equilibrium. Also, equations are established for the probabilities of identity at equilibrium.
