    The paper is concerned with the \(h-p\) version of boundary element methods with quasiuniform meshes for solving the Laplace equation on a polygonal domain in \(\mathbb{R}^2\), with Dirichlet or Neumann boundary conditions. Based on Jacobi-weighted Besov and Sobolev spaces (over intervals) and depending on the regularity of the data, optimal convergence results for the \(h-p\) method are proved, with upper and lower error estimates of the same order.
