    The author studies the controllability, by means of low mode forcing, of incompressible two-dimensional Navier-Stokes equations in a rectangle \(R\) with Lions boundary conditions of the form \[ u_t+(u\cdot \nabla)u+\nabla p=\nu \Delta u+F(x_1,x_2)+v(t,x_1,x_2),\quad \nabla\cdot u=0\quad \text{on}\quad R, \] \[ u\cdot {\mathbf n}=0,\quad \nabla^{\perp}\cdot u=0\quad {on}\quad \partial R. \] For strong solutions, the Navier-Stokes equation is written as an infinite-dimensional system of ordinary differential equations and the controllability is proved by means of low mode forcing of Galerkin approximations of this system. For the entire system, the so-called controllability in the observed component and \({\mathbf L}^2\)-approximate controllability are established, again by means of low mode forcing.
