This note establishes relative perturbation bounds directly, in terms of the classical \(\delta\)-measure\-ment for singular values and eigenvalues, in the context of two different models. For the additive model the author provides a Hoffman-Wielandt type perturbation of singular values. For the second model, elementary techniques are used to establish a Bauer-Fike type perturbation bound for eigenvalues.
