    The authors consider the steady viscous incompressible Navier-Stokes flow in a bounded domain surrounded by a thin layer, with Reynold's number of order \(1/\varepsilon\) in the thin layer. By the \(\Gamma\)-convergence arguments, the authors study the asymptotic behaviour of a solution, and give a new way of establishing Navier wall laws. As an application, an optimal control problem within this context is considered.
