    The paper deals with the inverse scattering problem for Maxwell's equation, where the shape of a cavity embedded in a perfectly conducting ground plane is to be determined from the tangential measurements of the electric field (of a single incoming wave) made on the aperture of the cavity. The cavity is assumed to be filled with a lossy homogeneous medium, which is important for establishing the global uniqueness in the inverse problem. Apart from the uniqueness, a local stability is established showing that if the two measurements are close then the corresponding two cavities are also close to each other. A crucial step in proving these results is the establishing of the domain derivative of the electric field with respect to the change of the cavity shape. It is found that this derivative satisfies a boundary value problem for Maxwell's equations similar to the model problem of the direct scattering.
