The main result of the paper is based on Pontryagin's duality theory, and it characterizes certain locally compact abelian groups that are isomorphic to a local direct sum of groups of \(p\)-adic numbers. Moreover, some aspects are mentioned concerning the theory of characters of weakly linearly compact topological groups.
