Numerous works have been done to understand scattering of light and mass in the setting of non-relativistic QED in the last two decades. Their results have established mathematical frameworks for the scattering theories such as Compton-Rayleigh scattering theory for one electron and Haag-Ruelle scattering theory for multiple electrons. For the case involving one electron and many photons, the construction of scattering states are available both in the infrared-regular and infrared-singular situations. However, for the case of collisions of multiple electrons, a complete description of scattering states is given only in the presence of a fixed infrared cut-off. This paper is intended to provide a construction of two-electron scattering states in the infrared-regular massless Nelson model without an infrared cut-off and verify their tensor product structure in the model.
