    Let \(H\) be a selfadjoint densely defined operator on a Hilbert space \(\mathcal{H}\). Let \(\Omega\subset\mathbb{C}\) be a connected open domain in the upper half-line. Let \(X(\Omega)\) be a local convex Hausdorff vector space satisfying certain conditions (denoted X1--X5 in the paper) and densely embedded in \(\mathcal{H}\) such that \(X(\Omega)\subset\mathcal{H}\subset X'(\Omega)\). Let \(K\) be a \(H\)-bounded operator satisfying some conditions (denoted X6--X8 in the paper). For the operator \(T=H+K\), the author introduces the notions of generalized eigenvalue, generalized eigenspace, generalized resolvent \(\mathcal{R}_\lambda\), generalized resolvent set, and generalized spectrum, and obtains their basic properties. Relations between the spectrum of the operator \(T\) and the generalized spectrum are established. It is proved that, for all \(\psi\in X(\Omega)\), \(\mathcal{R}_\lambda\psi\) can be extended from the lower complex half-plane to the upper half-plane as a meromorphic function in \(X'(\Omega)\). The author defines a generalized Riesz projection related to a bounded subset of the generalized spectrum of the operator \(T\). It is proved that the \(C_0\)-semigroup generated by \(iT\) can be extended to a continuous semigroup in \(X'(\Omega)\) and, if \(\lambda_0\) is a generalized eigenvalue of \(T\), then \(\exp(i\lambda_0t)\) is a generalized eigenvalue of \(\exp(iTt)\). Applications to the Kuramoto model and to the Kuramoto conjecture are given.
