We consider a variety \(X\). The local Euler obstruction is a constructive function \(Eu\;: \;X\longrightarrow\mathbb{Z}\) which takes the value \(1\) at smooth points of \(X\). For a normal toric surface \(X\), it is known that \(X\) is smooth if and only if \(Eu(X)=1_X\). In [Adv. Math. 226, No. 2, 2040--2064 (2011; Zbl 1205.14062)], \textit{Y. Matsui} and \textit{K. Takeuchi} conjectured that the corresponding statement should also hold for a higher dimensional normal and projective toric variety. In this manuscript, the author computes the local Euler obstruction of toric varieties of dimension \(\leq 3\), by using a formula proved by Matsui and Takeuchi [loc. cit.]. The main examples of study are the weighted projective spaces, which they describe via toric geometry. As a result, the author presents counterexamples to the conjecture which is refereed above. In the second main part of the article, the author apply the above knowledge to describe which toric surfaces are dual defective. More explicitly, for a variety \(X\subset \mathbb{P}^N\), one defines the dual defect \(\mathrm{def}(X)\) to be \(\mathrm{def}(X)=N-1-\dim X^{\vartriangle}\). If \(\mathrm{def}(X)>0\), the variety \(X\) is defective. The author give a new proof of the well-known result, in which the only normal and projective toric surfaces which are defective are those of the form \(\mathbb{P}(1,1,n)\). It is also proved that the only defective 3-dimensional weighted projective spaces of the form \(\mathbb{P}(1,k,m,n)\) with only isolated singularities are those of the form \(\mathbb{P}(1,1,1,n)\).
