    The paper develops a special concept of \(H\)-convergence fine-tuned to handle the homogenization of non-local scenarios as they arise for instance in the case of meta-materials. Examples of application on Maxwell's equations of a so-called non-local \(H\)-convergence illustrate the methodology.
