    The paper refers to the Cauchy problem with small initial data for a semilinear wave equation with damping: $v_{tt}-\Delta v(x,t)+\mu{(1+t)^{-\beta}}v_t(x,t)= |v(x,t)|^p$, $(x,t)\in\mathbb{R}^n\times [0,\infty)$, $v(x,0)=\epsilon f(x)$, ${v_t}(x,0) = \epsilon g(x)$, $x\in\mathbb{R}^n$, where $p>1$, $n\geq 1$, $\beta\in\mathbb{R}$, $\mu>0$ and $\epsilon>0$. The aim of the article is to investigate the small data global existence and blowup of solutions in the special case of $n=3$, $\beta=1$, $\mu=2$. Denote by $p_S(n)$ the Strauss exponent. For $p>p_S(5)$, sufficient small $\epsilon$ and in case $f$ and $g$ satisfy some regularity conditions, the existence of a unique global solution is proved. For $1<p\leq p_S(5)$ the solution blows up in a finite time, and one computes a lower bound for the lifespan.
