In the paper, nonstationary multiwavelets and multiwavelet packets in the Sobolev space \(H^s(\mathbb R^d)\) are constructed. In this case, approximation subspaces in multiresolution analysis \[ \{0\}\to\dots\subset V_{-2}\subset V_{-1}\subset V_{0}\subset V_{1}\subset V_{2}\subset\dots\to L^2(\mathbb R) \] are spanned by a set of translates of a set of scaling functions on scale~\(j\) (\emph{multi}wavelets). Further, the scaling functions are different (not simply dilated) on distinct scales (nonstationary). Such a system can simultaneously present perfect reconstruction while preserving orthogonality, good performance at the boundaries, and a high order of approximation. Based on the set of scaling functions, multiwavelets and multiwavelet spaces satisfying \(W_j=V_{j+1}\ominus V_j\) are constructed. Further, multiwavelet spaces are splitted into orthogonal multiwavelet packets. As an example of an application, multiwavelet and multiwavelet packet expansion of Bessel potentials is presented. The paper is well-organized, it contains multiple literature hints and some interesting examples. The proofs are technical. Linguistic mistakes disturb reading.
